Ulice Payne, Jr. was named the managing partner of the Milwaukee office of Foley & Lardner, the firm’s largest of 16 offices.

Mr. Payne has been with the law firm for more than four years, and he works with corporations and partnerships, financial institutions, investment companies, and public pension funds on securities and international trade issues. 

He is the chairman of the Bradley Center board (home of the Milwaukee Bucks) and served on the Southeastern Wisconsin Professional Baseball Park District board. He also sits on the boards of Journal Communications, Midwest Express Airlines, Badger Meter Corporation, State Financial Services Corp., and others.

Before becoming managing partner, he was chair of the firm’s International Business Product/Service Team and a member of the firm’s Business Law Department and its Securities/Public Companies and Commercial Transactions & Business Counseling Practice Groups.

Mr. Payne is chair of the U.S. Department of Commerce-Wisconsin District Export Council. He is past chair of the Customs Law Committee of the Section of International Law and Practice of the American Bar Association, the International Law Section of the State Bar of Wisconsin and the Wisconsin World Trade Center. He also co-founded the “Bridging the Gap Golf Learning Center” for kids in Milwaukee’s central city.

He received a J.D. degree from Marquette University Law School, where he was a member of The Marquette Law Review, and studied in the Masters of Law program at the University of London, England. He served as law clerk for Hon. Terence T. Evans, U.S. District Court, Eastern District of Wisconsin.
